Such ban because of fines is quite common and often a foreigner may not even know about. Entry ban is imposed in accordance with Art. 13 of the Law of Ukraine “On the legal status of foreigners and stateless persons“.

Such questions should be asked by those who have / had any unpaid fines, loan arrears, official debts, lawsuits, etc. It is also better to clarify the existence of such debts in advance before the trip.
